PURPOSE:

Under the direct supervision of the Senior Director of Health and Wellness Services (HWS), the Director of Student Disability Resources (SDR) provides leadership and administration of SDR services to students with disabilities.  The incumbent is responsible for SDR staff development, supervision and evaluation. Oversees supervision of work by vendors, leads strategic planning and collaboration, and delegates tasks accordingly for implementation, organization, collaboration, and evaluation of access support and accommodation services for students with disabilities. The Director initiates and is responsible for contributing guidance and leadership to campus-wide efforts to address campus compliance with federal and state regulations, and University policies. The Director works closely with Health and Wellness Services leadership. Oversees SDR staff, and participates as needed, in effective collaboration with faculty, staff, and administrators, in consultation with the campus Americans with Disabilities Act/504 Compliance Non-Discrimination Officer. In addition, the Director oversees development of innovative approaches with emphasis on promoting student development, satisfaction, retention, interdependence and wellness, so that each student with disabilities may participate fully in CSUMB learning experiences and activities.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:

  1. Leadership: 
  • Directly leads and supervises lead SDR Disability Advisors and lead office administrator, and oversees the supervision of Accommodations Coordinator, Accommodations Assistant, Student Assistants and Master of Social Work intern, and evaluates classified staff.  Responsible for overseeing SDR staff in setting work schedules, priorities and training of diverse staff of student assistants, interns, and services experts. Oversees coordination of all aspects of recruitment and hiring process, supervision, problem solving, conflict resolution, and provision of reasonable accommodations for SDR employees with disabilities.
  • Leads SDR in the development and implementation of disability awareness strategies and promotes campus access, including campus-wide policy development, implementation and training in conformance with the CSU Policy for the Provision of Services for Students with Disabilities, CSU Executive Orders, Coded Memoranda, CSUMB policies, procedures and guidelines. Advocates for maintenance of academic standards consistent with provision of reasonable and appropriate student accommodations. Manages SDR consultation throughout the University.
  • Consults with Campus Planning and Development, Facilities, University Police, etc. to review plans and blueprints for remodeling and new construction, Emergency Operations Plan, and Business Continuity Plan, and Commencement logistics, to address disability issues.  Serves on various university-wide committees to support disability access and compliance, inclusion, and wellness of students.   Oversees SDR staff service on campus work groups.
  • Consults with the Senior Director of HWS on risk management issues and resource development. Participates on the HWS Leadership Team.  Develops and maintains positive working relationships and ventures with campus personnel, community members, resource partners, and students with disabilities, representing CSUMB in a professional and positive manner. Oversees collaboration with community partnerships and across departments for best practices. Represents HWS, the Division of Student Affairs, and the University.
  1. Administration of services and resources:
  • Oversees the purchase of appropriate equipment and acquisition of resources necessary for the provision of required academic accommodations for students with disabilities.  Ensures the availability of appropriate academic accommodation services both on and off main campus, at emerging instructional facilities such as North Salinas and Salinas City Center, for on-line instruction and at distance learning sites in the areas such as: disability-related advising; equipment and furniture loan; notetaking; alternative media formats; alternative testing; sign language interpretation, real time captioning and video captioning; and Assistive Technology (AT) for students in consultation with CSUMB’s Center for Academic Technologies.
  • Oversees collaboration with the Test Center and alternative testing options for students with disabilities in course assessments of learning outcomes.
  • Oversees outreach to students, and SDR recommendations to the University for student exceptions to matriculation and other campus policies such as in Admissions, housing, meal plans, course substitution, financial aid, transportation, etc. based on impact of ongoing or temporary disability.
  • Directs and delegates: development and maintenance of operational policies and procedures; assists staff and faculty with interpreting and adhering to the expectations of policies and procedures pertaining to students with disabilities; ensures compliance with appropriate professional standards and guidelines while developing a strong student-centered philosophy; management of budget and multiple funds, ensures record keeping, payment processing, and forecasting of department needs; and on-going data collection, assessments of program effectiveness and evaluations of services; and initiates improvements where needed.
  • Leads negotiations with vendors, and oversees the coordination of contract services and SDR contract compliance.
  • Develops and maintains professional relationships with system-wide colleagues. Provides opportunities for SDR staff professional development.
  1. Facilitates SDR Access Issue / Complaint Process: 
  • Reviews student Access Issue Feedback submissions and as needed facilitates consultation with Department Chair, Title IX, and other cross-department support, students, family members, faculty, administrators, and staff.  Upon resolution of the complaint process, delegates and oversees SDR Advisors assisting students in acquisition of self-advocacy, decision making, and social interaction skills needed to achieve equal access and maximum integration into university programs and activities.
  • Prepares reports; assists and advises the Senior Director of HWS and Vice President of Student Affairs on issues, trends, and innovative/creative opportunities to meet the disability-related needs of CSUMB students. Keeps informed of current issues in the field of Disability Services.

Other Functions:

  1. Participates in university task forces and special projects as required.
  2. Performs other job-related duties and special projects as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

Thorough knowledge of: Knowledge of disabilities (Federal and State policies, procedures, and guidelines); accommodations standards; and current trends in disabled student services in postsecondary education. Knowledge of university personnel policies and procedures. Knowledge of personal computer and operating proficiency of business functions software, especially Microsoft Office

Skilled in: Must possess excellent analytical, problem-solving, conflict management, and organizational skills with the ability to work creatively, innovatively, and independently while under pressure.

Ability to: Must be able to communicate effectively both verbally and in writing. Demonstrated ability to create and maintain cooperative working relationships with students, faculty, staff, businesses, community organizations, and other diverse groups and services.

MINIMUM QUALIFICATIONS:

Equivalent to a Bachelor's degree in counseling, social services, student development, student affairs, or a related field AND three years’ experience in agencies/institutions creating and managing programs that address economically, educationally or physically disadvantaged populations. Professional administrative experience in program development and management of student services and in planning, organizing, managing, directing, and training others in the creation and implementation of disability programs and services.

PREFERRED QUALIFICATIONS:

Technical fluency with Oracle/PeopleSoft, CSU Common Management System or equivalent student information system; Microsoft Office Professional Suite, and Google mail and calendaring programs.

  • This position is designated as a Campus Security Authority (CSA) and will be required to participate in annual training and to immediately forward to the Clery Director all reports of crimes brought to their attention pursuant to the Clery Act and California State Education Code, Chapter 16, of the Donahue Higher Education Act, Section 67380.
  • Must possess and maintain a valid license to drive in the State of California, pass the Defensive Training Class, and be insurable under the University's liability coverage.
  • May require occasional evenings and/or weekend work.

PHYSICAL ENVIRONMENT:

Office environment with standard equipment and tasks.  Position requires working at a computer and desk for extended periods of time.  May require travel between campus offices and off-campus locations. 

There are components of this job which are deemed essential on campus.  This position will primarily work on the main campus, with occasional work from home. This position requires working on campus with students.  The health and safety of our students, faculty, and staff remain our highest priority. In the fall, students, faculty, staff, and the community can expect that masks will be required and that the appropriate degree of social distancing will be in place in all areas based on evolving guidance.  Additionally, all students, faculty, and staff are encouraged to be vaccinated before coming to campus.  All community members who work or attend class on campus should expect to participate in a random or periodic testing system.  CSUMB will communicate more information about vaccination requirements and testing protocols when the details become available.
