PURPOSE:

Under the general supervision of the Chief Information Officer, the incumbent provides and manages administrative and budget support for the Division of Information Technology; advises the CIO on budget related manners; reviews and approves a variety of budget and personnel transactions; provides direction to IT staff and administrators in all aspects of budget planning and administration. Participates in the development, analysis, and implementation of operating policies and procedures; conducts studies and investigations of administrative processes; evaluates, documents, and recommends proper courses of action; performs complex, technical budget analysis; creates and disseminates special project information.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:

  1. Responsible for annual Budget Development for the Division, coordinating budget requests from IT Directors and the CIO, compiling data, analyzing overall division fiscal needs, evaluating the impact of recommended or implemented policies from a strategic and operational perspective, consolidating information into required reports and forms. Present options to the CIO to fulfill needs with limited financial resources, maximizing all available funds. Continually plans for base budget realignment for current year and next year based on changing costs and needs for essential services.
  2. Monitors expenses and revenues, reconciliation of budgets and accounts for general fund budgets, state trust funds and University Corporation funds and grants. Reviews all pertinent fiscal data for accuracy and compliance with approved budgets. Prepares reports with reliable analysis, recommendations and conclusions, such as financial status reports.
  3. Organizes and performs various administrative and technical duties including, budget and operational analyses to solve problems and provide recommendations to the CIO. Develops, interprets, and applies specific operating policies and procedures in organizing, monitoring, and performing the administrative activities of the Division.
  4. Processes procurement transactions of various types, prepares monthly reports and submits payment requests.
  5. Maintains position control for all IT departments, tracks salaries, provides complex multi-year projections of salaries funded from multiple varying sources. Maintains the Divisional Organizational Chart.
  6. Prepares paperwork for submission to University Personnel for the Division for employee personnel actions.
  7. Represents Information Technology in campus-wide meetings relating to financial and administrative support matters.
  8. Compiles financial data for the Educause Core Data Survey and various other surveys, as needed and responds to data requests from other campus divisions for information needed for audit responses.
  9. Provides lead work direction to other IT administrative support staff based on their current workload and skill level and oversees the timely completion of routine administrative and financial tasks by the group.
  10. Trains new staff, as needed. Hires, trains, and supervises Student Assistants as needed.

Other Functions:

  1. Provides daily oversight of clerical support staff and supervises Student Assistants.
  2. Performs other duties in support of the Division, as assigned, including special and technical projects.

KNOWLEDGE, SKILLS AND ABILITIES:

Extensive and in-depth knowledge of and ability to apply expertise in the advanced theories, principles, methods and practices associated with the functional specialty, program, and/or organizational unit, including applicable internal policies and procedures and pertinent laws and regulations. Laws and regulations are highly complex and require substantial judgment and discretion in interpreting and applying them to the specialty or program area.

Substantial and broad knowledge of public and private entities including their organizational and operating structures, internal systems, and functional areas, as well as the impact of critical external entities on an organization. Ability to integrate and apply this knowledge to anticipate problems and assess the impact of proposed solutions on various organizational areas.

Ability to:  interpret and integrate complex data and information to formulate appropriate courses of action which have broad and far reaching impact; understand and analyze complex problems from a future-oriented and broad interactive perspective and readily develop proactive solutions that integrate strategic goals into tactical operations; effectively use applicable information systems and applications in analysis, research, and reporting activities and projects; effectively communicate with and influence high-level and diverse contacts inside and outside of the CSU system; effectively use all communication methods and formats and to use expertise, as well as persuasion and negotiation skills, to build consensus to achieve short- and long-term goals and objectives.

MINIMUM QUALIFICATIONS:

General knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices, and methods. This foundation would normally be obtained through a bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.

SPECIALIZED SKILLS:

Experience providing financial management services to a large division or organization in the public sector or higher education. Office management, leadership, and supervisory experience. Complex accounting and budget analysis experience including preparing financial reports and summaries. Ability to independently write complex narrative reports and reviews.

PREFERRED QUALIFICATIONS/DESIRABLE EXPERIENCE:

Working knowledge and understanding of the higher education environment. Technical fluency with Microsoft Office Professional Suite, Oracle-PeopleSoft/CMS baseline systems, Google Apps, Visio, Internet browsers, or equivalent. Highly desirable: Demonstrated understanding of and commitment to the CSUMB Vision Statement and the core values of mutual respect, collaboration and service orientation, multiculturalism and diversity, community service and institutional excellence. Experience working with a diverse and multicultural population.

PHYSICAL ENVIRONMENT:

Office environment with standard equipment and tasks. Position requires working at a computer and desk for extended periods of time. May require travel between campus offices and off-campus locations.
