PURPOSE:

Under the general supervision of the Associate Vice President for Student Affairs and Dean of Students, the Director for Care and Basic Needs manages the operations of the Care Team and Basic Needs by developing, managing, implementing and coordinating the campus’ response to students experiencing varying degrees of distress and address food and housing insecurity. Collaborates with institutional constituents providing comprehensive case management oversight for all cases brought forward to the CSUMB Care Team. The Director for Care & Basic Needs leads, refers, and coaches students in making use of University and/or community services. The incumbent coordinates and tracks Care Team recommendations for referred students to ensure continuity of care, and provides outreach, consultation, and education to parents, families, or designated emergency contacts as appropriate. Leads various food and housing security programs and services including the campus food pantry, basic needs emergency grant, CalFresh Food outreach, and operational staff and volunteers. In addition, the incumbent works to secure outside funding via grants and community partnerships that benefit CSUMB students and the community at large.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:

  1. Leads the Care Team by triaging concerns and coordinating responses with colleagues to address student needs. Cultivates resources, training opportunities and workflow strategies for optimal case management. Mobilizes campus and community resources to maximize students' physical, social, and/or emotional well-being. Maintains contact with students to assist with realization of student needs and goals. Serves as a liaison in supporting students with navigating academic commitments and administrative procedures. Oversees case management and support to students in crisis, students with complex psycho-social needs, and students in need of support related to food, housing and financial insecurities. Serves as CSUMB representative for The Red Folder Initiative as directed by the CSU Chancellor’s Office.  Ensures all CSUMB information is consistently updated and current for all of the various communications to the campus. Coordinates with campus partners to disseminate Red Folder information to faculty, staff and volunteers.
  2. Serves on committees, task forces and advisory boards, programs and other projects as assigned. Serves as a trusted information resource, communication channel, complaint handler, facilitator, consultant, and practitioner for student issues, problem solving and/or dispute resolution. Seeks fair and equitable solutions to problems and suggests processes for addressing and managing conflict and for policy and procedural changes. Coaches individuals to manage their own conflicts, assists the parties in dispute, and fosters communication between individuals involved in conflict. Directs parties to the appropriate office, department or university policy (e.g., Student Grievances, Grade Appeals, etc.) as required. Analyzes data/information from case experience concerning patterns of complaints; identifies and informs supervisor of patterns and trends affecting student life. Manages record keeping and maintains confidentiality.
  3. Manages and leads projects for the Care Team and the Basic Needs Initiatives. Designs, implements and conducts publicity and marketing, to promote the Basic Needs Initiative, the Care Team, and their services. Develops and conducts workshops and other trainings related to civility, mediation and conflict resolution and other aspects of student life. Develops an on-going communication program, including informational materials, training and awareness building. Promotes understanding and values of fairness, equity, justice, equality, opportunity and mutual respect. Participates in professional development opportunities pertinent to the field. Establishes networks with other professionals to foster on-going program improvement and up-to-date information. Keeps abreast of federal and state policy changes that affect the scope of responsibility.
  4. Maintains Care Team and Basic Needs records in a confidential database records and updates case files consistently, providing regular reports to the Associate VP for Student Affairs and Dean of Students including but not limited to, ongoing statistical reports, department annual report and system-wide audits. Develops, updates and maintains websites related to Basic Needs and Care Team. Develops informational and marketing materials to be distributed to the campus community.  Develops and manages the department budget.
  5. Supervises, trains, and evaluates Basic Needs staff, graduate student leaders, student workers, interns, and volunteers.

Other Functions:

  1. Participates in university committees’ and special projects as required.
  2. Attends seminars and conferences to maintain program and professional development, and maintains involvement with CSU Systemwide groups related to Care and Basic Needs.
  3. Performs other duties and special projects as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

Thorough knowledge of policies, procedures and laws affecting students, such as The Family Educational Rights and Privacy Act (FERPA); modern management and administrative techniques related to the development and implementation of appropriate methods of work planning, scheduling and coordination in a team environment to meet changing student and organizational objectives. Thorough understanding of the interconnectedness and subsequent need for coordinated action within the total Student Affairs area. Basic knowledge of student and faculty perspectives, as they pertain to the academic or classroom setting.

Skills in: mediation and alternative dispute resolution methods to resolve highly charged matters that arise; research, interview and observation techniques.

  • Develop and deliver workshops.
  • Prepare written correspondence and reports that are clear, concise and comprehensive.
  • Complete multiple tasks with changing or competing deadlines, and set priorities to ensure projects are completed in a timely manner.
  • Use independent judgment with limited supervision.
  • Learn, interpret, and implement campus and system-wide policies and procedures, and develop strong working knowledge of relevant federal, state and local laws pertaining to current practices.
  • Manage time effectively in meeting demands of department caseload.
  • Adjust to change and demonstrate flexibility and patience with changing expectations (e.g., work environment, responsibilities and assignments, technology).
  • Demonstrate a commitment to values and programs of diversity and inclusion.
  • Establish and maintain effective working relationships that promote professionalism and mutual respect in a diverse academic environment.

MINIMUM QUALIFICATIONS:

Equivalent to a Bachelor’s degree in Psychology, Sociology or a closely related field AND five (5) years of professional level student services work experience OR a Master’s degree in a directly related field AND two (2) years of professional level student services work experience. Demonstrated knowledge of and experience in interpreting laws and regulations.

PREFERRED QUALIFICATIONS/DESIRABLE EXPERIENCE:

Master’s Degree in Counseling, Clinical Psychology, Social Work, Student Affairs/Higher Education or related field. Experience or certification in prejudice reduction, diversity, conflict resolution, and/or other forms of alternative dispute resolution (ADR). Must have excellent interpersonal communication skills. Technical fluency with Banner, Oracle/PeopleSoft, Maxient, CSU Common Management System or equivalent student information system; Microsoft Office Professional Suite, and Google mail calendaring programs. Demonstrated understanding of and commitment to CSUMB’s Vision.

Demonstrated ability to: follow procedural due process, balance the rights of students and maintain the dignity of often highly assertive individuals; use a high degree of independent judgment, persuasiveness, imagination, tact and confidentiality; determine appropriate courses of action and proper techniques to use while engaged with individuals in personal interactions of an argumentative or sensitive nature; make constructive recommendations for modifications or improvements of procedures or programs. Significant experience developing and conducting workshops or other training activities.

PHYSICAL ENVIRONMENT:

Office environment with standard equipment and tasks.  The position requires working at a computer and desk for extended periods of time.  May require travel between campus offices and off-campus locations.
