PURPOSE:

Under the general direction of the Registrar, and day-to-day direction of the Lead Degree Audit Systems Analyst, the Articulation Officer is responsible for the coordination of the undergraduate course articulation process. Articulation agreements promote and support inter-segmental cooperation to facilitate the successful acceptance of transfer coursework in support of transfer students’ academic achievement and success. Primary duties consist of developing new and maintaining existing articulation agreements between CSU Monterey Bay and the California Community Colleges (CCC), other CSU campuses, UC campuses, and private/independent California and out-of-state colleges/universities; maintaining accurate articulation records and data, including maintaining those databases and information sources which support articulation; creating and maintaining course and test credit rules in the enterprise student information system; and providing consultative services to CSUMB faculty, staff and external education institutions.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:

  • Maintain and oversee CSUMB’s articulation program, including associated policies and procedures as dictated by CSU systemwide policy and intersegmental guidelines and standards. Determine and coordinate articulation needs in collaboration with academic chairs, advisors, and community college articulation officers. Develop new and maintain existing articulation agreements with two and four-year colleges and universities. Obtain approval for new articulation based on CSU policy, along with faculty input for system-wide credit for external exams, such as Advanced Placement (AP), International Baccalaureate (IB), and College Level Examination Program (CLEP). Facilitate discussion and negotiate the resolution of sensitive curricular issues which may impact the development of articulation agreements. Systematize and facilitate the timely processing of articulation documents and monitor each stage of the articulation process: maintaining and processing files in a manner that would allow review of current status of articulation in progress. Collect and analyze data in areas of responsibility: providing reports and presentations as needed.
  • Maintain all databases which support articulation agreements for CSUMB, including but not limited to: ASSIST (Articulation System Stimulating Inter-Institutional Student Transfer), College Source TES (Transfer Evaluation System), and C-ID (Course Identification Numbering System). Create/update lower division major templates for every CSUMB undergraduate program to be integrated with all the articulation agreements for all public intersegmental institutions in California each catalog year. Maintain CSUMB articulation and transfer credit webpages. Maintain articulation related documentation, including information related to TMC (Transfer Model Curriculum) and SB 1440/AD-T (Associate Degree for Transfer).
  • Create and maintain course and test credit equivalencies in the enterprise student information system (PeopleSoft Campus Solutions). These activities often require analysis of degree requirements and approved articulation agreements, turning those approved agreements into transfer credit rules entered into the student information system. These transfer credit rules are used to automate and inform posting of student transfer credit, which intersects with the students’ academic requirements report for advising and degree audit, so the incumbent must understand or quickly learn the relationship between transfer credit and degree audit. In collaboration with advisors, graduation counselors, and systems analysts; the incumbent will troubleshoot and implement problem resolutions related to the accuracy and reliability of course/test credit rules; develop and execute test plans validating academic requirement and rule changes, and research and provide recommendations for operational and technological innovations related to maintenance and coordination of articulation. Incumbent will provide training, lead work direction, and project management support for articulation assistants supporting course/test credit equivalences. Assist with degree audit and degree planner maintenance as needed.
  • Provide consultative services to CSUMB faculty, staff and the four postsecondary educational segments in California and beyond as needed: such as, analyzing courses required for admissions eligibility, providing articulation expertise and training, and collaborating with colleagues to support articulation, transfer credit and campus initiatives. Provide clarification on articulation related policies and procedures, and review legislative initiatives impacting articulation. Serve as campus liaison to the CSU Chancellor's Office, Community College Chancellor's Office and the UC Office of the President regarding articulation and collaborate with CSU, community college, and UC articulation officers. Attend and participate in conferences, meetings, and workshops on articulation issues, or as assigned. Maintain positive working relationships with campus colleagues and members of the articulation community.

MINIMUM QUALIFICATIONS:

Entry to this classification requires general knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices, and methods. This foundation would normally be obtained through a bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.

PREFERRED QUALIFICATIONS:

Knowledge of: the best practices and trends regarding articulation agreements; the methods and procedures for providing or performing a variety of administrative functions and services in support of academic programs, including the maintenance of academic records; and of ASSIST (the official online repository of articulation for California’s public colleges and universities). Ability to rapidly acquire a working knowledge of: CSU/CSUMB Admissions and Records, procedures, and overall operations in relationship to the total campus operation; CSUMB academic policies and procedures, CSU policies, Title 5 procedures, Chancellor's Office executive orders and apply that knowledge to individual situations.

Technical fluency with Banner, Oracle/PeopleSoft, CSU Common Management System or equivalent student information system; Microsoft Office Professional Suite, and Google mail and calendaring programs.

PHYSICAL ENVIRONMENT:

Office environment with standard equipment and tasks. The position requires working at a computer and desk for extended periods of time.  May require travel between campus offices and off-campus locations.
