PURPOSE:

Under the general direction of the Associate Director of Network Services, the Lead Telecommunications Engineering Analyst is responsible for the operation, maintenance, upgrades, and repairs of the University’s enterprise Voice Systems. This includes the PBX, Voicemail, Call Center, Trunking, 911 Service, support for the Monterey Peninsula Regional Emergency Operations Center, and a full range of end user stations; legacy analog and digital desk phones, and the latest in VOIP technology and mobility clients.  This position is the technical and tasking lead for the Telecom group.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:

  1. Responsible for the operational oversight to the campus telecommunication systems, and all related services.  This includes administration of CSUMB’s AYAVA PBX system, voicemail system, call center and all related services.
  2. Responds to Telecom-related Help-Desk tickets, prioritizes and schedules installation/move and change activities.
  3. Lead Responsibilities: Ensures the functional performance and health of the campus telecom resources; including VOIP, SIP, and LAN Line Phones, Call Centers, 911 Service, PBX, Voicemail, physical and virtual servers, and Blue Light safety phones.  Provides day-to-day tasking and technical guidance of the Telecom department.  Ensures customer and technical documentation is up-to-date and maintained for telecom services.
  4. Assists in developing monitoring, performance and capacity specifications for Voice Services; conducting product evaluations, and in making recommendations for new voice systems and services.
  5. Designs, prepares bid specifications, and provides vendor oversight for all telecommunications infrastructure projects.  Works with vendors to ensure successful implementation of new services and solutions to service problems.

Other Functions:

  1. Perform other job-related duties and special projects as assigned.
  2. Collaborates with other departments on campus, and within Network Services, on special projects of all kinds relating to telephony and communications.

KNOWLEDGE, SKILLS AND ABILITIES:

General knowledge of telecommunication network design, topology, systems interface, and protocols to meet support requirements. Understanding of telephone switching technology support, data/video communications, and transmission media and their performance capabilities. Knowledge of telecommunications and video industry standards. Ability to use specified software application packages and query, utility, or report generation features and database systems. Ability to translate user-defined requirements into telecommunication specifications and features. Ability to install network subsystems and to modify local, customized software programs/features (e.g., voice mail, electronic mail, and telecom features). Ability to interpret variance reports and resolve connectivity, traffic, and congestion problems as they impact services provided.

MINIMUM QUALIFICATIONS:

To enter this classification, a basic foundation of knowledge and skills in technical, information network systems is a prerequisite. This foundation would normally be obtained through a bachelor’s degree in computer science, engineering, industrial technology, telecommunications or a related technical field, or equivalent training and experience. Foundation knowledge and skills for the Network Analyst include a basic knowledge of telecommunications and transmission technologies, including network architecture, topologies, protocols, programming applications and interfaces appropriate to the defined work area and assignments. Based on specialized assignments, a position may also require background, and/or licensure if required, in computer operating systems, broadcast network functions, or telecommunication switching systems.

SPECIALIZED SKILLS:

A minimum of two (2) years journey-level or skilled experience in the maintenance, repair, and operation of enterprise telecommunications systems, including VoIP and Data Networking. A fundamental understanding of IP DATA Networks as they relate to VoIP services is required to be successful. Candidate should be versed and experienced with all TCP/IP switching and Routing Protocols and technologies – especially VoIP QOS and SIP.  Demonstrated record of a strong customer service orientation with a high level of planning and organizational skills, including the ability to follow through on assigned tasks and to complete projects on time.

This position requires the ability or develop, plan and implement new telecom services.

PREFERRED QUALIFICATIONS/DESIRABLE EXPERIENCE:

Experience with AVAYA PBX, Intuity Audix Voicemail, SIP, and Call Center routing are particularly desirable. Experience deploying unified communications/ messaging, and interoperability with today’s web-based applications is a plus. Demonstrated ability to address the essential functions associated with this position including the knowledge and abilities identified above.  Highly desirable: Demonstrated understanding of and commitment to CSUMB’s Vision

  • Occasional evenings and/or weekend work may be required.
