Under the general supervision of the Director, Center for Reading Diagnosis and Instruction; the Reading Specialist is responsible for independently performing the full range of varied and complex assignments in support of the day-to-day operations of the Center for Reading Diagnosis and Instruction which include the following: assess and provide instruction for a caseload of K-12 students which includes K-12 English language learners to assist in teaching reading skills, train and supervise CSUMB Undergraduate students who will in turn tutor K-12 which may include K-12 English language learners, assist the Director with in-service training for educators in the Tri-county region, interface with parents who bring children for assessment and instruction at the center, coordinate day-to-day activities of the center, and report to the Director as directed. ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:
- Provides training for CSUMB student tutors in the implementation of best practice strategies and evidence-based reading programs for use with K-12 students at the Reading Center. Monitors CSUMB student tutors and provides on-going training and assistance, as needed.
- Manages a caseload of students and provides direct one-to-one or small group instruction. Documents all caseload activities and maintains thorough records on individual students, groups, etc., as prescribed by the Director.
- Provides content knowledge and resources about learning and teaching literacy–including: teaching strategies; assessment techniques; assessment of reading and writing skills; interpretation of assessment results; classroom routines; and practices that promote literacy, etc.
- Provides information and guidance regarding a range of effective and innovative literacy practices through various activities such as: individual discussions (informal and formal); coaching sessions; demonstration lessons with pre- and post-discussion/analysis; study groups.
- Acts as link between K-12 school personnel and other literacy professionals and resources.
- Administers reading and language assessments and develops individualized learning plans for K-12 students who struggle with reading and literacy.
Performs other job-related duties and special projects as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Thorough knowledge of the policies, procedures and practices of the program area to which assigned or the ability to quickly acquire such knowledge. General knowledge of the policies, practices and activities of Student Services programs outside the program to which immediately assigned; general knowledge of the principles, problems and methods of public administration, including organizational, personnel and fiscal management; general knowledge of advanced statistical and research methods.
Ability to carry out very complex assignments without detailed instructions; advise students individually or in groups on varied and complex matters; determine the appropriate course of action and proper techniques to utilize while ngaged with individuals and groups in personal interactions of a sensitive nature; reason logically and analyze and solve organizational and operating problems of one or several program areas; plan, coordinate and initiate actions necessary to implement administrative or group decisions or recommendations; analyze and define complex organizational, policy or procedural problems, collect and evaluate data, draw valid conclusions and project consequences of various alternative courses of action; understand the roles and responsibilities of others and to gauge relationships accordingly by taking into account the variety of the interrelationships, motivations and goals of the members of the organization served; and establish and maintain effective, cooperative and harmonious working relationships in circumstances which involve the denial of requests or the necessity to persuade others to accept a different point of view.
Education: Equivalent to graduation from a four-year college or university in a related field, including or supplemented by upper division or graduate course work in counseling techniques, interviewing, and conflict resolution where such are job-related.
Experience: Possession of these knowledge and abilities is typically demonstrated through the equivalent to four years of progressively responsible professional student services work experience which includes experience in advising students individually and in groups, and in analysis and resolution of complex student services problems.
A master’s degree in Counseling, Clinical Psychology, Social Work or a job‑related field may be substituted for one year of professional experience. A doctorate degree and the appropriate internship or clinical training in counseling, guidance or a job‑related field may be substituted for two years of the required professional experience for positions with a major responsibility for professional, personal or career counseling.
A Master’s degree from an accredited college or university in Reading, Education, Special Education, or related field, plus three (3) years of successful classroom experience with a focus on reading, diagnosis and assessment of reading and literacy difficulties; OR three-years of progressively responsible work in a reading center, clinic or program. Bilingual—preferably in Spanish. Knowledge in informal and formal literacy assessment for K-12 learners. Previous experience in a reading program.
Ability to interpret and evaluate descriptions and explanations of language, literacy, and reading challenges brought forward by individuals, parents, guardians or agencies. Excellent organizational and communication skills, with attention to detail. Ability to organize, assess capabilities, and present instructional materials to students of various educational levels. Understanding of the linguistic, sociological, cultural, cognitive, and psychological basis of the reading process; and experience teaching reading, writing, spelling and syntax. Ability to maintain strict confidentiality regarding students and families enrolled with the Center for Reading Diagnosis and Instruction; and to work cooperatively with other staff/team members, accept supervision, and help to promote a positive atmosphere in the classroom and in the Center.
Working knowledge of evidence-based programs; e.g., Read Naturally, Rewards, Reading Mastery, Superkids, Phonics for Reading, Language!, AIMSweb, and be well-versed in diagnostic techniques related to those programs. Working knowledge of current teaching techniques, preferably in the areas of reading, language proficiency/comprehension, and word recognition. Technical fluency in the use of Microsoft Office Professional; Google Workspace (Gmail, Docs, Sheets, Drive, Calendar, Forms, etc.); 25Live; intranet drives; and internet browsers.

Office environment with standard equipment and tasks. The position requires working at a computer and desk for extended periods of time. Requires travel between campus offices and off-campus locations.
